MEMO #081-21: Fall 2021 Michigan Kindergarten Entry Observation (MKEO)/ Kindergarten Readiness Assessment (KRA) Administration
The Section 104(4) of Public Act 48 of 2021, commonly known as the state school aid act for Fiscal Year 2021-22, has eliminated the Michigan Kindergarten Entry Observation (MKEO) tool/Kindergarten Readiness Assessment (KRA) as of October 1, 2021.
The Michigan Department of Education has confirmed that the legislature’s intent by striking all references to the MKEO/KRA under Section 104(4) of Public Act 48 of 2021 was to allow for the optional administration of the MKEO/KRA in fall 2021.
While the requirement to administer the KRA was optional for the fall of 2021 per Public Act 48, access to the online KRA portal and the administration site remained open. Districts, building administrators, and teachers will still have access to the assessment and will be able to download Individual Student Records (ISRs) to assist with informing instruction. Administration for the fall 2021 administration window was voluntary only.
MKEO-KRA Expense Allocations
An email was sent to superintendents and ISD Leads on November 1 with important information regarding allocations that have been carried over. If you have allocations unspent and have not heard from your ISD Lead or Superintendent, please contact them immediately so you are aware of ways to spend the money even if you didn't assess this Fall.
KRA Report Availability
All reports any building or district would want must be downloaded and saved by the district no later than December 31, 2021. This includes archived reports from previous years. This applies to all users (teachers, principals, district administrators, data managers). At the district level, if you administered the KRA this year (2021), we recommend that you download the KRA Scale Score Report. This report provides all student demographic data as well as all calculated score data for your district. Another report is the Domain Data Report which covers the four domains with scores for each individual student.
All KRA kits, including the Teacher Administration Manual, manipulatives, etc., must be shredded onsite by each ISD or district, as the kits are secure assessment materials.
KReady System Access ends December 31
The KReady system and app will not be accessible after December 31, 2021. Please make sure you have downloaded all your reports and data by then. You will not be able to retrieve any data after December 31, 2021. This includes archived reports.
The KReady system, including all professional development resources, will be taken offline within a week following the contract end date of December 31, 2021. After that point, no users will be able to access the KReady system.
